PORT HEALTH CLEARANCE PROCEDURES FOR VESSELS ARRIVING SINGAPORE
 1. The updated procedures for Port Health Clearance as advised by the Port Health Office are reproduced below.
INWARD HEALTH CLEARANCE
Vessels liable for quarantine.
 2. The following categories of vessels will nor be granted free/radio pratique and they must anchor on arrival at the Quarantine Anchorage for inspection by the Port Health officers;
      (a) vessels which have been in any plaque-infected area within 60 days prior to arrival in
         Singapore;
      (b) vessels which report the occurrence of illness on board with the following signs and
         symptoms;
          (1) temperature of 38℃ or greater which was accompanied followed by any one or more of
             the following -- rash, jaundice, glandular swelling, or which persisted for more than
             48 hours; and
          (2) diarrhea, severe enough to interfere with work or normal activity.
      (c) vessels with death on board;
      (d) vessels with high morality among rodents; and
      (e) vessels with refugees on board.
 3. The master, owner or agent of a vessel under any of the categories mentioned in paragraph 2 shall :
      (a) notify Port Health Office not   less than 4 hours and not more than 12 hours before arrival.
      (b) display the appropriate day and night signal when vessel enters the Singapore Port Limit.
      (c) anchor at the Quarantine Anchorage and wait until port health clearance is obtained from
         the Port Health Office; and
      (d) ensure that no person, other than a pilot, immigration officer or customs officer, boards or
         leaves the vessel without the permission of the Port Health officer. Vessels exempted from
         Port Health Clearance.
 4. The following categories of vessels are exempted from port health clearance;
      (a) passenger vessels with no sickness or death (other than death from accidents) on board;
      (b) vessels arriving from a non-infected port with no sickness or death;
      (c) naval and war ships; and
      (d) vessels going out of port limits for sea trials.
Deratting Certificate/Deratting Exemption Certificate and Vessels from Plaque-Infected Ports
 5. All vessels arriving Singapore are required to be possession of a valid Deratting Certificate/Deratting Exemption Certificate. Additionally, all vessels arriving from plaque-infected ports must be inspected and fumigated if found to be infested with rodents.
 6. The port health officer reserves the right to examine any vessel, the right to require the production or submission of any document and the right to require any ship to proceed to the Quarantine Anchorage for Inward Health Clearance and/or compliance with health requirements.
 7. The master, owner, or agent is responsible for complying with any health requirement and/or correction of any health irregularity immediately after arrival.
 8. Master, owners and agents are to take note that granting of port health clearance or radio/free pratique merely clears the vessels as far as Port Health Office is concerned and does not exempt the vessel from the requirements of other Authorities.
 
OUTWARD HEALTH CLEARANCE
 9. Outward Health clearance is not required for any vessel.

IMMIGRATION CLEARANCE
 The updated procedures for Immigration Clearance as advised by Immigration Singapore are produced below, Port Circular No. 70 of 1987 is hereby cancelled.
INWARD CLEARANCE
 1. Physical Clearance Owners/agents requesting clearance for vessels are required to contact the appropriate officers and to follow the procedures as outlined below.

 2. The owners/agents contacting the immigration office regarding the ETAs of their vessels are required to fax their request (incorporating on the shipping agency’s letter) at least 6 hours before the arrival of their vessels. The office for this purpose provides a 24-hour service. The information to be provided is as follows:
      (1) Name of vessel;
      (2) Date/time of Arrival;
      (3) Last Port of Call/Next Port;
      (4) Location for clearance (WQ & I/PSA Wharf No.);
      (5) Type of Vessel;
      (6) Number of Passenger, if any;
      (7) Other Information, e.g. stowaways, survivors, unauthorized persons, etc.
 3. Any vessel arriving Singapore, excluding those vessels which have been granted Advanced Immigration Clearance must proceed to the Western Immigration Quarantine Anchorage or PSA wharves for Immigration Inward Clearance.
 4. Such a vessel on arrival must exhibit the necessary signal for easy location and speedy clearance. The Immigration signal is;
      (a) by day, the flags in the International Code of Signals corresponding to;
           (1) the numerals 25 in respect of vessels not carrying passengers; or
           (2) the numerals 34 in respect of vessels carrying passengers; and
      (b) by night. in every case, two green lights mounted vertically six feet apart, visible round
         the horizon for a distance of at least two miles.
 5. Owners/agents and masters must ensure that their vessels have proper and secure gangways which are ready on arrival so that Immigration officers can board their vessels immediately. The use of rope-ladders is discouraged. Co-operation in this regard will enable immigration officers to grant clearance.
Procedure on Board
 6. The master is required to submit 4 sets of the prescribed Crew List and if there are passengers, 3 sets of the prescribed passenger List to the Immigration Officer who boards the vessel. The master has to certify on the original Crew List that the details in the list submitted are same and correct and there are no slow-aways, survivors or unauthorized persons on board.
 7. If  requested by the Immigration Officer, seamen books/travel documents or shipping  documents will have to be produced for inspection. Crew members may be required to present themselves before the officer.
 8. All passengers shall present themselves before the Immigration Officer. Disembarking passengers shall complete the  Embarkation/Disembarkation Cards. The owner/agent may obtain the forms/cards from Singapore Immigration at 10, Kallang Road, Singapore 208718.
 9. The master Shall execute the Crew Security Bond, bonding crew members (except the master and Singapore citizens/PRS and  Malaysian Citizens) For $1,500/-each. If there are persons who are refused entry by the Immigration Officer, the master shall execute the Security Bond, bonding suck persons who are refused entry, for not less that #3,000/-each. Notice will be served on the  master/ agent giving him the names of all those Who have been refused entry.
 10. When clearance has been granted, the master shall haul down the  immigration signal  upon the Immigration Officer leaving the vessel.

Procedure
 3. Vessels requesting for Immigration Outward Clearance must either fly the “Blue Peter” in addition to the “25” or “34” signals as appropriate during the day or hoist up 2green lights in every case mounted vertically six feet apart, visible all-round the horizon for  a distance of at 2 miles during the night, for easy location by Clearing Officer.
 4. The master is required to submit two sets of Crew List and if applicable Three sets of Passenger Lists to the Checking-Out Officer. The master should certify on the Crew List that all the crew declared in the crew-list are on board. Passengers, if any, and persons who have been refused entry will have to be presented to the Clearing Officer. The master is also required to produce all the travel documents and the original copy of the arrival crew lists, endorsed with thw Landing Pass.
 
INWARD  CLEARANCE
Advanced Immigration  Clearance (AIC)                                      
 1. The owner/agent can apply for AIC at the Seamen’s  Section , #03-01B, World Trade Centre, 1 Maritime Square, Telok Blangah Road round-the clock subject to the following conditions:
     (a)  the vessel is above 75 NRT and is an ocean-going vessel;
     (b) the vessel does not carry more than 12 passengers;
     (c) her last port of call is not the high seas or any Indo-chinese port;
     (d)  there is no stowaway, survivor, refugee or any unauthorized person on board;
     (e) the vessel is not a fishing or wooden vessel;
     (f) there is no Middle-East crew on board;
     (g) the ship must not come from an infected portland
     (h) vessels must not be under tow or towing
 2. The owner/agent of the vessel shall obtain from the master the requisite information as outlined below; Name/ SEX / Date of Birth / Nationality / Travel Document No. / Expiry Date / Duties on Board.
 3. Applications shall be submitted at least 6  hours before the arrival od the vessel. The  service is available round-the-clock. The owner / agent  can either apply personally at Seamen’s Section, WTC or fax their applications at 6273 0054
     (a) Physical Application
         (1) On application the agent shall submit 3 set of crew list. 3 sets of  passenger list (if any).
             All the lists must be completed with all the necessary crew details (para 2) and must be
            duly signed by the authorized  representative of the owner/agent of the vessel and
            endorsed with the company’s stamps:
         (2) if AIC is approved-in-principle, the authorized representative or the owner/agent of the
             vessel must execute a Crew Security Bond and a Security Bond (if there is any NTL’d
             crew or passenger) The master should be informed accordingly and ensure that such
             person does not disembark from the vessel; and
         (3) within 4 hours of the arrival of the vessel, the agent must submit 2  copies of the crew
             list, 2 copies of passenger list (if any) duly singed by the master and certified that the
             details previously submitted by the agent are correct. The master  must declare
             whether there is any stowaway survivor or  unauthorised person on board. All travel
             documents must be produced
     (b) Application by Fax
         (1) On Such application, the agent shall fax a copy of the crew list and the (prescribed)
            form signed by the authorized representative of the agent of the vessel  and endorsed
            with the company’s stamp
         (2) if AIC is approved-in-principle (AIP), the AIP will be endorsed on the crew list and faxed
            to the agency’s office within 1 hour
         (3) within 4 hours of the arrival of the vessel, the agent must submit 4 copies of the crew
            list (including the faxed AIP crew list copy), 2 copies of passenger list (if any) duly
            signed by the master and certificate that the details previously submitted by the agent
            are correct. The master must declare whether there is any stowaway, survivor or
            unauthorised person on board. All travel documents must be produced. The agent of the
            vessel must execute a Crew Security Bond and Security Bond (if there is any NTL’d crew
            or passenger). The master should be informed accordingly and ensure that such person
            does not disembark from the vessel Should you require any clarification on immigration

The following are based on IMO document COLREG.2/Cir.44 dated 26 May 1998 TRAFFIC
SEPARATION SCHEMES
 
 
1. The Maritime Safety Committee, at its sixty-ninth session (11 to 20 May 1998),
    adopted in accordance with the provisions of resolution A.858(20), the following
    traffic separation schemes and associated routeing measures:
 
 1.1 “At One Fathom Bank” (amended scheme) and the precautionary area “Off Port Klang”);
 
 1.2 “Port Klang to Port Dickson” (new scheme) and the precautionary area “Off Port Dickson”;
 
 1.3 “Port Dickson to Tanjung Keling” (new scheme) precautionary area “Off Malacca/Dumai”;
