SINGAPORE에서 선박 수리를 위한 입항 절차 (정보)

싱가폴에서 Bunkering 목적으로 Anchorage에 입항하거나 Loading/Discharging Cargoes 목적으로 부두 접안시 입항선박은 Pilot 승선하여 바로 목적지로 향하며 그 경우 선원의 이민국 검사는 AIC(Advance Immigration Clearance)로 대신하게 됩니다. AIC는 선박 입항전에 선박 Agent가 본선 선원명부로 이민국에 미리 입항신고을 마침으로서 시간을 절약합니다.

조선소 수리내지 안벽 접안하여 수리하는 경우는 모든 선박이 검역묘지로 가서 직접 승선한 이민국 직원의 수속을 받아야 합니다. 대부분 선박이 서부 검역묘지(AWQI-Western Quarantine and Immigration Anchorage)에서 수속 절차를 받지만 항만청인 MPA(Maritime and Port Authority of Singapore)의 지시에 따라 Sudong Special Purpose Anchorage나 West Jurong Anchorage로 가기도 합니다. 검역 묘지에 도착하면 이민국 수속 요청하는 신호(낮에는 2번기와 5번기 게양,밤에는 녹등 2개를 6Feet간격으로 표시)을 보내고 VHF.CH.74로 이민국 직원을 호출하면 됩니다.
이민국 직원이 승선하면 ICA Crew List 4부와 선원 명부대로 여권을 제출하면 됩니다.

조선소 입항시 Gas Free을 마쳐야 하므로 검역 묘지에서 Port Chemistry가 승선하여 Gas Free 여부를 확인합니다. Bulk경우 Last 3 Cargo로 Gas Free 면제 여부도 결정합니다.
다른 입항 절차는 다음과 같이 모든 상선이 동일 합니다.

1. 24 HRS PRIOR TO ARRIVAL
Imperative that master completes PRE ARRIVAL NOTIFICATION OF SECURITY
(ePANS) (as per Singapore Port Circular No.11 of 2005 - Revised) which compulsory
Master to comply by completing the PANS requirement at least 24hrs prior vessel arrival.
( Attached E-PANS ) * Note - Failing to submit ePANS within the stipulated time, evere fine/
                                                  penalty may be imposed on the vessel/owners.

2.12 HRS PRIOR TO ARRIVAL
Master to contact MPA Port Master Singapore via the following email/fax or tlx method advising vessel's ETA PWBGA Notice of Arrival declaration:
email noa@mpa.gov.sg or fax (65) 6 224 5776 or telex RS 34970 (Answer Back PORTPM 34970)
at least 12 hours prior arrival (24 hrs if vessel is carrying hazardous and noxious substances),

We will duly check that your NOA has been received by NOA dept.

3. 6 HRS PRIOR TO ARRIVAL
Master (or agent) to contact through following available modes 6 hours prior vessel arrival.
Contact VTIS East on VHF CH 10 - 5/3/1 hrs prior arrival,
or VTIS Central on VHF CH 14 - 5/3/1 hrs prior arrival,
or VTIS West on VHF CH 73 - 5/3/1 hrs prior arrival

4.Where pilot is required, kindly note:
Thereafter, subject to direction your vessel is arriving into Singapore (eg.East/West),
Master to contact port operations Singapore on relevant VHF channel as marked above
and Pilot Office on VHF ch 20 every 5, 4, 3, 2, 1 hours before arrival
informing vessel ETA PWBG'A'.

**8 hours to 6 hours prior to arrival:
Kindly be reminded to submit BOARDING GROUND PRE-ARRIVAL NOTIFICATION
(PILOTAGE) at least 4 hours prior arrival as guided below to PSA Marine
(Pilot Office) at email pilot@psa.com.sg or fax (65) 6321 2016 with copy to agent.

Please contact Singapore Pilot Office on VHF ch 20 2 hours before arrival informing vessel ETA.
(Pilot will only be despatched upon contact, sometimes, getting through can be difficult,
but please continue trying.)
Fyg, on advising your 5 hour ETA to Singapore Port Ops and Pilot Office
please endeavour to maintain your 5 hour ETA because if you change your ETA
from that time, amendment charges will be incurred.

Please note that if require harbour pilot for departure from Singapore,
please be reminded we require to provide min 5 hrs notice for departure pilot order to be booked through PSA Pilot office.
On vessel anchoring, port operations would appreciate that vessel to standby one radio set to VHF channel 12 during the duration of your bunkering/port stay at this anchorage.
